Dear Jermay,
To my knowledge no one has yet developed a functional system for
Tibetan OCR (machine typeset, obviously) despite there having been
several abortive attempts over the years by various individuals and
groups. In addition to the Beijing software that you mention, the
only other system publicly available that I know of it the Wintel/PC
app \"YagpoOCR\" from Russia:

I beta-tested a version of the software three years ago. There
appears to be a newer version available, but I haven\'t tried it.
